On model PYM012GZUI16RD, what exactly happens when outdoor temperature falls below 28°F? Does the compressor shut off and the 3 kW auxiliary heater continue to maintain the room, and what is the minimum outdoor temperature at which resistance heating remains available?
When operating below that temperature, the heat pump side of the system diminishes in capacity rapidly and the compressor will shut down if temperatures get significantly more extreme. It will then switch to electrical resistance heating, for which there is not a lower temperature limit as that does not interact with the outside air.

In most situations this is going to require a new designated 230v circuit to be ran and a heating operating with with outdoor temp min at 28f? Is this units specs correct?
Correct on both counts. This is a 208/230V unit and should be installed on its own dedicated circuit (it ships with a 20A/240V LCDI plug). On heating: the heat pump operates down to about 28°F, and the built-in 3000W electric heater provides supplemental heat below that, so the unit keeps heating in colder conditions. For continuous operation in a consistently cold climate, we recommend sizing with the electric heat in mind.

What is the recommended square footage?
As a nominal 12,000 BTU unit, it's suited to roughly 200–500 sq. ft. under typical conditions. Room layout, ceiling height, insulation, sun exposure, and climate all affect the real figure, so treat this as a starting range rather than a fixed limit.
