Yes this is a set of two blocks.

Can you combine the floor minting base kit with the 4 piece rubber vibration kit to reduce vibration on a flat roof. If so is this combo more effective?
You can, though the added benefit would be little as the floor mounting kit material absorbs most of any possibly vibrations.

So the floor mounting kit is meant to go on a concrete slab, correct?
It has to go on top of any solid surface, whether that is a slab, or a roof, or any other as such.
